构建全民所有自然资源资产管理体制新格局

New Setup Needed in Management System of the State-Owned Natural Resources Assets in China

健全全民所有自然资源资产管理体制是生态文明体制改革的重要组成部分。国土资源部组建以来,我国自然资源资产管理体制得到不断健全,但全民所有自然资源资产所有权人不到位、所有者权益不落实、中央与地方的财权事权不够对等,以及重审批轻监管等问题不断显现,影响了全民所有自然资源资产所有权的统一行使。以统一行使全民所有自然资源资产所有者职责为依据,本文提出了积极构建新型的自然资源资产管理体制。

Improving the soundness of the natural resource asset management system is a vital part of the system reforn~ of ecological civilization in China. China＇ s natural resources and assets management system has been continuously improved, since the establishment of the Ministry of Land and Resources. However, problems affected the uniform exercise of the national ownership of natural resources assets continuing to emerge, such as the displacements of ownership of natural resources assets, the unfulfilled implementation of rights and interests of owners, the asymmetry in fiscal powers between central and local governments, and non-equivalence caused by weighty approval and light supervision. A new type of natural resources assets management system should be actively established based on the unified function of ownerships of the whole people.
