摘要
研发投资是技术进步的主要驱动因素。本文改进了Romer知识型生产函数,并嵌入中国区域动态可计算一般均衡(CGE)模型,分别模拟公共和私人研发部门投资对宏观经济的影响。结果显示,研发投资对经济产出、居民福利、物价控制、国际贸易等均有显著促进作用,其影响随时间衰减;公共研发部门执行的研发投资对经济的拉动效果明显优于私人研发部门;研发投资对低知识密度行业的增长贡献更明显。据此提出研发投资方向和力度的政策建议。
R&D investment is the main drive for technical progress. This paper improved Romer' s productivity function and embed it in the computable general equilibrium model (CGE) of China, then simulated respectively the influences of public or private R&D expenditures increase on macroeconomies. The results are as followed: Firstly, R&D investment plays a significant positive role on output, welfare, price control and international trade, and the influences decay with time. Secondly, the R&D investment performed by public research sector promotes aggregate economy better than private research sector. Thirdly, R&D expenditure made the greatest contribution to the growth of low knowledge density industries. Based on these findings, some policy recommendations about the direction and strength of R&D investment have been made.
