高校内部治理结构改革:改革开放四十年来的回顾与展望

Embedded Reforms in University System Construction:Retrospect and Prospect of Reform and Opening-up in the past Forty Years in China

改革开放四十年来,我国高校内部治理结构改革经历了从自发走向自觉,从零散探索走向系统推进,从学界聚焦到进入国家政策设计过程的三个阶段。作为"后发外生型"的现代大学制度建设,我国高校内部治理结构改革的过程,是根据本国历史传统、现实国情和发展方向进行选择的过程,也是吸收和借鉴西方大学内部治理模式优势的过程。今后我国高校内部治理结构改革,将确立中国特色现代大学制度框架下的"嵌入式改革"模式,形成中国特色的学术权力的彰显形式,院校两级关系的改革将成为改革新热点。

In the past 40 years of reform and opening-up, the reform of the internal governance structure of China＇s universities went through three stages： from spontaneous to conscious stage, from scattered exploration to systematic advancement, from academic focus to national policy design. As a ＂postnate-exogenous＂ modern university system construction, the reform process of the internal governance structure of China＇s universities is a process of selection based on the historical traditions, the actual national conditions and the direction of development. It is also the process of absorbing and learning from the merit of the internal governance model of Western universities. In the future, the reform of the internal governance structure of China＇s universities will establish an ＂ embedded reform＂ model under the framework of modern university system with Chinese characteristics, and form the manifestation of academic power with Chinese characteristics. The reform of the two-level relationship between universities and colleges will become a new hot spot.
