高校二级学院的技术治理:缘起、逻辑与反思——基于G高校的实证研究

Technical Governance in Secondary Colleges within Universities: Origin, Logic and Reflection——An Empirical Study Based on G University

文章以G高校为例,采用案例研究的方法,分析发现,高校二级学院技术治理的产生与以下因素密切相关:以项目为载体的高校内部管理体制、二级学院治理实践中顶层设计的不足以及来自一线教师和学生的压力机制微弱等。高校二级学院技术治理遵循着特有的内在逻辑:以风险的有效管控为首要原则,强调事本主义的治理理念以及工具主义的动员方式等。历史地看,高校二级学院技术治理的出现具有一定的合理性,在治理的起步阶段具有较为显著的功效,但面对当前二级学院内部治理主体、治理体系的不断复杂化,技术治理模式的潜在功效已趋最大化。同时,技术治理开始形成一种新的高校二级学院治理的路径依赖,并引发了一系列深层次的矛盾和问题。因此,我们需要反思技术治理面临的困境,以推进高校二级学院治理的良性发展。

Taking G University as an example, this paper adopts the method of case study. Through the analysis of the first-hand data obtained, it is found that the emergence of technical governance in secondary colleges within universities is closely related to the following factors： the internal management system of universities with project as the carrier, the deficiency of top-level design in the governance practice of secondary colleges as well as weak pressure from front-line teachers and students. Secondary colleges＇ technical governance follows a unique intrinsic logic： effective control over risk as the primary principle, emphasizing the governance concept of thing-based, as well as the way of instrumentalism mobilization. Historically, the emergence of secondary colleges＇ technical governance has some rationality, and it has more remarkable effect in the initial stage of governance. But as the main internal governance body and the governance system are constantly complicated, the potential effect of the technical governance model has been maximized. Meanwhile, technical governance has begun to form a new path dependence on the governance in secondary colleges, and has caused a series of deep-seated contradictions and problems. Therefore, we need to reflect on the dilemma faced by technical governance in order to promote the benign development of secondary colleges.
