地方本科高校"新工科"建设应主动面向新产业、新经济的发展需求,并结合自身定位目标,把握好四个基本问题:第一,"新工科"建设的核心目标是对区域经济社会发展发挥适应服务与支撑引领功能;第二,"新工科"建设的发展模式是积极借鉴国际高等工程教育的先进经验并实现本土转化;第三"新工科"建设的实施路径是坚持高等工程教育理念更新、构建应用型学科专业集群、推进产教融合校企协同育人以及提高技术创新服务能力;第四,"新工科"建设的机制保障是以高校综合改革激活利益相关者的办学活力。

To actively meet the needs of development of new economy and new industry, local universities should comprehend the following four fundamental issues properly based on their levels and targets. First, the core objective of the new engineering discipline construction is to improve the function which serves, supports and leads the domestic economic and social development. Second, the development pattern of the the new engineering discipline construction should be based on the advanced experience from international higher education of engineering as references and localize it successfully. Third, the construction relies on the persistence of theory innovation in higher engineering education, formation of professional cluster of applied disciplines, the integration of production and education as well as co - education between universities and enterprises, and improvement of the serving competence of technological innovation. Fourth, the institutional guarantee of the construction is the activation of the vigor of school management of relevant beneficiaries, which is brought by the comprehensive reform of universities.
