基层社区治理格局的新架构:多元治理主体的视角

A New Construction of the Framework of Grassroots Community Governance:Based on the Perspective of Multiple Governance Subjects

我国学者倾向以西方成熟的治理理论视角和治理对策作为价值判断标准,对中国社会治理的路径做出评价和设计,但社会制度的差异使我们必须对西方治理理论做适应性研究。社区治理是社会治理的基础,以社区治理最优结果为导向构建的基层社区治理结构党群合作治理模式,主张以社区治理主体的视角对社区治理主体间的结构式关系进行全新整合和定位,使基层社区党组织、基层政府、社区自治组织、市场化社会组织、社区居民五个社区治理主体在社区这一载体中对社区公共事务进行协商,促进社区的现代化发展。

Chinese scholars tend to make assessment and design for Chinese social governance path with the mature western governance theory perspective and countermeasures as the standard of value judgment. But the differences of social system make the research on adaptability of western governance theory essential. Community governance is the foundation of social governance. The construction of the community governance model is based on optimal results community governance structure. It advocates that the relationship of main body of community governance needs new integration and positioning. The grass roots community party organizations, grass roots government, community autonomy organization and market-oriented social organization community residents can negotiate the community public affairs in the community as the carrier and promote the modernization of the community.
