精准扶贫视角下产业众筹扶贫模式述评

Review on the Pattern of Poverty Alleviation in the Industry from the Perspective of Precision Poverty Alleviation

产业扶贫是精准扶贫方略当中最重要的扶贫措施,在互联网日渐发达、众筹模式开始出现的大背景下,将众筹模式与农村产业发展相结合是一种新的趋势。产业扶贫众筹到户是一种新颖的产业扶贫模式,它改变了传统的资金筹集方式,能更加均衡地分配城乡资源。推行这种新型产业扶贫模式可以促使贫困地区的产业融资难、组织化程度低以及贫困户资金短缺的问题得到有效的解决,并能提升资源的利用率。但是在我国,将众筹作为经营模式尚未发展完备,融资形式不足限制了农户与企业发展众筹扶贫模式的步伐。基于此,政府应该鼓励众筹平台的发展,增加农户与企业在众筹经营方面的选择方式,同时要加强监管,预防因为投资门槛降低而导致的欺诈现象发生。

Industry poverty alleviation is the most important poverty alleviation strategy. The crowd funding pattern began to emerge in the context of increasing Intemet development. It becomes a new trend and mode to public to com- bine the crowd funding and development of rural industries. Industrial Poverty Alleviation raising public to households is a novel industrial poverty alleviation mode, which has changed the traditional way of raising funds and balanced the allo- cation of resources between urban and rural areas. Area financing difficulty, low degree of organization and the shortage of funds will be ettbctively improved, the resource utilization will be promoted and the risk of investors will be reduced. However, considering that the crowd funding pattern in China has not developed completely, the lack of various financing torms block the development of the crowd funding pattern. Based on this situation, the government should not only en- courage the development of plafloml about the crowd funding, offer more options of farmers and enterprises management in raise public, but also strengthen supervision to prevent the occurrence of fraud due to reduced investment threshold.
