“两山”思想下农户发展绿色农业的路径选择研究——基于浙江省丽水市调研的SWOT分析

The Study of Farmers’ Green Agriculture Development Under the “Two Mountains” Thought——A SWOT Analysis Based on the Survey Data of Farmers in Lishui City Zhejiang Province

绿色农业不仅是十九大农业现代化的要求，也是“两山”思想保护生态环境实现农民增收的途径。农户生产行为直接影响绿色农业发展，基于浙江丽水调研数据，运用SWOT分析农户发展绿色农业的优势、劣势、机会和威胁，研究结果表明农户认同绿色生态价值且生产经验丰富，但是发展绿色农业的技术和资金不足且承担风险能力较弱，在拥有政策、市场、信息化等机会的同时，也面临耕地减少的现实困境、农产品高质达标的难度和多重市场竞争压力。据此，农户需要发挥主体作用，提高自身能力和信誉，构建联合组织，把握政策优势，为丘陵地区农户发展绿色农业提供参考。

Green agriculture is not only the requirement of 18th CPC National Congress to agricultural modernization, but also the way for the “two mountains” ideology to protect the ecological environment and increase farmers’ income. The production behavior of farmers directly affects the development of green agriculture. Based on the survey data of Lishui, using SWOT method to analyze the advantages, disadvantages, opportunities, and threats of farmers in developing green agriculture. The results show that most farmers are agree on the green ecological value and have rich production experience. However, the technology and funds for green agriculture development are insufficient and their risk-taking ability is weak. While possessing policies, markets, information, and other opportunities, farmers also face the difficulties of arable land reduction, high standardizes of agricultural products and multiple market competition pressures. Accordingly, farmers need to play their main role well, to improve their own capabilities and credibility, to build joint organizations, and to grasp policy advantages, which can give a reference for farmers in hilly areas to develop green agriculture better.
