精准扶贫领域微腐败发生机理及治理研究——基于35起精准扶贫腐败典型案例的分析

Study on the Mechanism and Governance of Micro-corruption in the Field of Precision Poverty Alleviation——Based on Analysis of 35 Typical Corruption Examples in Precision Poverty Alleviation

对中纪委公布的35个精准扶贫领域腐败典型案例中的微腐败现象，从特点和机理两个维度进行分析，发现该领域微腐败具有腐败人员级别低、涉案金额相对较大、腐败途径和形式多样、窝案频发的特点；而权力、贪腐欲望的内部条件和腐败机会、惩处不力的外部条件则导致了精准扶贫领域微腐败现象频发。基于此，可以从加强对基层干部的廉洁教育，抵制不良“圈子”文化影响；打破权力垄断，加强内外监督；完善扶贫资金的管理，减少腐败机会；对违规违纪基层干部严肃追究责任，严厉惩处等四个方面予以治理，有效阻断微腐败发生，最大限度地保护和发展贫困群众的切身利益。

From analyzing micro-corruption phenomenon in the 35 typical corruption examples in Precision Poverty Alleviation promulgated by the Central Commission for Discipline Inspection, we reveal that the micro-corruption phenomenon in this area has many characteristics-officials in lower positions, relatively large amounts of money and people involved and various approaches and forms of corruption. In the perspective of mechanism, two factors lead a mass of micro-corruption phenomenon in Precision Poverty Alleviation. First factor is internal, such as posing power and desiring for corrupting, and second one is external, such as opportunities to execute corruption behaviors and week punishment. Based on this, we can solve the problem in four ways. First, we can strengthen the integrity education for grass-roots officials to resist the bad influence of cliques. Second, we can break the monopoly of power and strengthen internal and external supervision. Third, we can improve the management of poverty alleviation funds and reduce corruption opportunities. Finally, we must severely punish grassroots officials who violate regulations and disciplines and make them responsible for what they did. In conclusion, only through these four ways can we effectively block the occurrence of micro-corruption phenomenon and maximize the protection and development of the vital interests of the poor.
