Fiscal Decentralization and Public Service Allocation Efficiency——An Empirical Study Based on CGSS2013 Data

改善公共服务配置效率，实现公共服务供给与居民需求相匹配是“供给侧”改革的重要内容，本文将CGSS2013数据与省级层面数据进行匹配，考察财政分权对公共服务配置效率的影响。研究发现，财政分权显著降低了公共服务配置效率。使用滞后的财政分权变量克服模型内生性问题，以及变换财政分权指标进行稳健性检验，结论依然成立。本文的政策意义在于，要改变财政分权对公共服务配置效率的负面影响，需要改变官员考核激励方式，创新公共服务需求表达机制。

Improving the allocation efficiency of public services and ensuring the matching of public service supply and residents’ needs is important parts of the “supply-side” reform. This paper examines the impact of fiscal decentralization on public service allocation efficiency by matching CGSS2013 data with provincial level data. The study finds that fiscal decentralization will reduce the allocation efficiency of public services. Using lagged fiscal decentralization to solve endogenous issues and changing fiscal decentralization indicators for robustness tests, the conclusion remains valid. The policy significance of this study is that if we want to change the negative impact of fiscal decentralization on the allocation efficiency of public services, it’s necessary to improve the evaluation mechanism for officials and to innovate the expression mechanism for public services demand.
