洋山辖区过境内河船监管现状及治理对策

The current situation of transit inland water ship's supervision in Yangshan jurisdiction area and associated administrative measures

文中通过阐述洋山辖区过境内河船习惯航行水域和大型化特点,分析治理和执法过程中存在的问题及原因,结合洋山辖区实际治理情况,从"立体监控""执法联动""疏堵结合"及"加大处罚"四个方面提出治理对策,逐步消除过境内河船对洋山水上交通安全带来的隐患。

The paper studies the navigation waters customarily chosen by ships passing the jurisdictional waters of Yangshan MSA and the ships’ tendency of becoming larger in scale. It analyzes the problems with the control and law enforcement and the corresponding causes. In view of the actual control and administration within the jurisdiction, the paper puts forward countermeasures from the aspects of three-dimensional monitor, joint action in law-enforcement, simultaneous dredging and blocking and enhancing administrative penalty, aiming at gradually eliminating the hidden dangers brought forth by such ships to the maritime traffic safety of the Yangshan area.
