基于MTS理论的修购项目验收、审计、评价的融合机制探析 被引量:2

摘要 修购项目验收、审计、评价3项工作作为监督修购资金使用情况的重要手段,对于促进修购资金安全真实、规范和高效运用发挥重要作用。为落实《国务院关于优化科研管理提升科研绩效若干措施的通知》(国发[2018]25号)文件精神,三者融合组成一个系统会减轻科研人员负担、提高工作效率和有效性。文章在实践的基础上,以MTS理论为支撑,给出修购项目多团队定义、识别出影响修购项目多团队有效性的重要因素后,构建以修购项目管理专业机构为核心的修购项目验收、审计和评价工作融合机制,并提出探索性的建议。
