摘要
由于村级土地资源规划监测的复杂性和对信息技术的全面性要求,我国所建立的一些土地规划资源监测应用系统都存在无法现场进行地理空间数据分析和稽查结果验证等问题,难以满足村级土地规划监测的管理需求。为此,文中设计和开发了一种基于信息技术的村级土地资源规划监测系统。该系统通过空间分析将土地资源的实时数据通信和监测与监控相结合,为移动终端和监控平台提供监控过程和图形等多层次、多方面的可视化显示。同时该系统基于全球定位服务,通过使用地理空间数据集成技术,开发了无人值守的地理空间分析和服务模型,设计了具有移动执法、执法调度、执法监督等功能的系统软件。该系统软件的应用可为土地监管部门进行村级土地执法监督提供决策分析服务。
Due to the complexity of village-level land resource planning monitoring and thecomprehensive requirements for information technology, some land planning resource monitoring andapplication systems established in China are unable to conduct geospatial data analysis and checkverification results on site,what is difficult to meet the village level management needs for land planningmonitoring. To this end, the paper designs and develops a village-level land resource planning monitoringsystem based on information technology. The system combines real-time communication and monitoringdata of land resources through spatial analysis to provide multi-level and multi-dimensional visual displayof monitoring process and graphics for mobile terminals and monitoring platforms. At the same time,based on global positioning service, the system developed unattended geospatial analysis and servicemodel by appling geospatial data integration technology, and designed system software with functions suchas mobile law enforcement, law enforcement scheduling and law enforcement supervision. The applicationof the system software can provide decision analysis services for the land supervision department to carryout village-level land law enforcement supervision.
