论新时代依宪治国方略下的合宪性审查

党的十九大提出的推进合宪性审查工作,乃是落实新时代依宪治国方略的关键举措,因为实行依宪治国在理论和实践上的一个重点、难点以及焦点就是推进合宪性审查工作,而且它们都具有复杂性、艰巨性以及艰难性。全面、准确地推进合宪性审查工作,仅就其对象和范围而言就不能只注意针对相关法律法规和规范性文件,还应注意针对公权力行使机关及其负责人的行为,包括领导干部的重大决策失误。十三届全国人大第一次会议设立的"全国人大宪法和法律委员会"对于推进合宪性审查工作固然有重要意义,但随之就有一系列的工作必须要做,一系列的理论和实践问题需要解决。

Thir-teenth session of the first meeting of the National People＇s Congress of “the constitution and the lawcommittee of the National People,s Congress” to proceed with the review of constitutionality is signifi-cant, but then have a series of work to do, a series of theoretical and practical problems to besolved.
