2016年四川省社会组织参与艾滋病防治基金项目情况分析

Analysis of Community-based Organizations’ Participation in China AIDS Fund for Non-Governmental Organizations in Sichuan Province in 2016

目的 了解四川省2016年社会组织（community based organization,CBO）参与艾滋病防治基金项目相关情况,为将来社会组织申请和实施艾滋病防治基金（简称防艾基金）项目提供参考。方法 对社会组织与培育基地通过“社会组织参与艾滋病防治基金项目管理系统”申请并获批的111份申请书,按高危人群干预类和艾滋病病毒感染者/患者随访管理和关怀救助类进行整理和分析。结果 获批的111个项目总经费约426万元,其中,在民政部门登记的CBO获批项目占总项目数的50. 5%,项目经费中位数为3. 0万元,未在民政部门登记的CBO占总项目数的49. 5%,项目经费中位数仅为2. 3万元。艾滋病疫情高流行地区获批平均项目数为6. 1个,项目金额中位数为16. 2万元;疫情中流行地区获批平均项目数为6. 4个,项目金额中位数为17. 9万元,高中低3类艾滋病疫情流行区获批项目金额中位数比较有统计学差异（P〈0. 01）。结论 四川省项目规模总体较小,需增加扶持力度,扩大项目覆盖面;疫情严重地区较疫情非严重地区的基金项目,在项目数量和经费金额投入相对较少,应加大对疫情严重地区倾斜力度。

Objective To understand the participation of the approved community - based organizations （CBO） in the China AIDS Fund for Non -governmental Organizations （abbreviated as AIDS Fund） in Sichuan province in 2016, as well as to provide the reference for CBOs to apply for and to implement the AIDS Fund projects in the future. Methods The 111 approved applications from CBOs and their breeding bases through the China AIDS Fund Project Management System were analyzed in two categories, one was the interventions for high - risk populations, the other was the follow - up, management and care for people living with HIV/AIDS （PLWHA）. Results The funding size of the 111 approved projects added up to 4. 26 million RMB. The number of the CBOs which had been registered in the Civil Affairs Department accounted for 50. 5% of the total. The median project funding size of these projects was 30 thousand RMB. The number of approved projects from non - registered CBOs took up 49.5% of the total, the median project funding size was only 23 thousand RMB. An average number of 6. 1 projects were approved in the HIV/AIDS high epidemic areas, the median project funding size was 162 thousand RMB. The average number of the approved projects in the HIV/AIDS medium epidemic area was 6.4, the median project funding medium and low epidemic areas the projects in Sichuan province size was 179 thousand RMB. The median project funds in HIV/AIDS high, were statistically different （ P 〈 0.01 ）. Conclusion In general, the scale of was relatively small. It is necessary to increase the support and expand the coverage of the projects. There was no obvious advantage in the project number and the funding size in the HIV/AIDS seriously affected areas, therefore more support for the high -prevalence region is suggested.
