为贯彻中央经济工作会议深入推进"放管服"改革的要求,落实李克强总理"全面清理工业产品生产许可证,加快向国际通行的产品认证管理转变"的指示,进一步减轻企业负担,本文以质量成本构成指标体系为基础,充分分析强制性产品认证制度在质量成本管理中的体现形式及作用机理,并通过数据案例证明:CCC认证作为一种帮助企业控制质量成本的通用工具,不但有益于促进企业自身质量管理能力的提高,作为国家强制实施的制度,更能够利用监管的外部制衡力量促进产品质量提升,甚至带动行业的发展和产业结构升级,从而加快推进社会诚信体系的建设。

In order to implement the requirements of the Central Economic Work Conference to further promote the reform of the ＂loose market access, management and service＂, and implement the instructions of Premier Li Keqiang, that is to comprehensively clean up the production license for industrial products and accelerate the transition to internationally accepted product certification management＂, further reduce the burden on enterprises. Based on the quality cost component index system, this paper analyzes the manifestation and mechanism of the compulsory product certification system in quality cost management, and through the data case proves that CCC certification is a common tool to help enterprises control quality costs. It is beneficial to promote the improvement of the company＇s own quality management capabilities. As a state-enforced system, it can also use the external checks and balances of su and industrial stru pervision to promote product quality improvement, cture upgrade, thus accelerates the construction of and even drives the development of the industry social credit system.
