我国经济功能区类型及编码标准化研究

Research on Classification and Coding Standardization of Economic Function Zone in China

经济功能区是国家和地方经济发展的一种重要政策,自1984年设立首批国家级经济技术开发区以来,我国各类开发区发展迅速,成为推动我国工业化、城镇化快速发展和对外开放的重要平台,对促进体制改革、改善投资环境、引导产业集聚、发展开放型经济发挥了不可替代的作用,已然成为地方经济实现持续的跨越发展的重要经济引擎。通过调研我国经济功能区的发展历程、问题和需求,剖析当前我国对经济功能区的类型划分和编码的现状,明确我国经济功能区分类与代码国家标准制定的原则、重点工作和主要内容,最后提出建立我国经济功能区代码动态维护的机制。

The economic functional zone is an important policy for national and local economic development. Since the establishment of the first economic and technological development zone in 1984, the number and types of various economic functional zones in China have increased rapidly. By investigating the development process of China＇s economic function zones, this paper analyzes the current situation of the classification and coding of economic functional zones in China, and presents the principles, key tasks and main contents of the national standard, putting forward a mechanism for dynamic maintenance of economic function zones＇ codes.
