摘要
标准体系框架设计是火电行业废弃物循环利用标准体系构建的基础。以国家标准GB/T 13016-2009《标准体系表编制原则和要求》以及《循环经济促进法》等法律法规为依据,结合国内火电行业循环经济产业特征参考国外火电行业循环经济标准,提出中国火电行业废弃物循环利用标准体系建设的原则、方法,构建了标准体系框架。火电行业废弃物循环利用标准体系框架分为固体废弃物利用及处置、水处理、余热循环利用等3个子体系。
Designing of a standardization system framework is the basis for the construction of the thermal power industry waste recycling standard system. According to GB/T 13016-2009, Principles and Requirements for Preparing Diagrams of Standard System, relevant laws and regulations, and combining with the characteristics of thermal power industry circular economy in China and the reference to foreign thermal power industry waste recycling standards, this paper puts forward the principals and strategies of the establishment of thermal power industry waste recycling standard system, and establishes the framework of the standard system. The framework of the standard system includes three sub-systems such as solid waste recycling, control of water, and recycling of residual heat.
