摘要
2016年12月中央首次提出建立"购租并举"的房地产健康发展长效机制,但目前我国城市中"新市民"因房屋产权、户籍等限制条件而无法享有与"老市民"同等的待遇乃至权利,成为制约我国住房租赁市场发展的重要因素。本文从现有的"租购同权"政策出发,探求制约租购同权实现的深层次原因,并借鉴发达国家开展租购同权的经验作法,提出在我国真正实现租购同权的相关建议。
For the first time, in December 2016 the Government proposed to the housing development mechanism of "buy rent simultaneously".But presently, for property rights, residence and other restrictive conditions, the "new citizen"cannot enjoy equal treatment and rights that has enjoyed by the urban dwellers. This discrimination has become an important factor restricting the development of housing rental market. This article has analyzed the reasons of limiting the achieve of "Equal Rights between Renting and Purchasing", explored how developed countries do, then put forward suggestions in our country to realize "Equal Rights between Renting and Purchasing".
