Rural Legal Aid in the Perspective of Human Rights:Status Quo and Reform

作为人权保障制度之一的农村法律援助,是一项重要的民生工程。它通过制度化的方式在法律适用的各个环节为广大农村服务对象提供法律帮助,体现了对农民群体的关怀和帮助,是保障农民合法权益获得平等实现的重要途径,也是促进农村全面发展的有力举措。经过二十余年的成长,我国农村法律援助工作取得了可喜的成绩,但仍然存在供需失衡、范围狭窄、经费紧张等突出问题。因此,我们应立足农村法律援助的实践,扩充援助队伍,提升援助质量,拓宽援助范围,落实经费支持,让农村法律援助真正看得见、摸得着、用得起、行得好。

As one of the rural human rights protection systems, legal aid is an important well-being project. It provides legal assistance to rural people in every aspect of the application of the law, and reflects the care and assistance given to the peasant groups. It is an important way to ensure the equal realization of farmers ＇ legitimate rights and interests, and it is also a powerful measure to promote the all-round development of rural population. After more than 20 years of growth, China＇s rural legal aid work has achieved gratifying results. However, there are still outstanding problems such as unbalanced supply and demand, narrow scope, and tight funding. Therefore, we should build on the practice of rural legal aid to expand the number of aid teams, improve the quality of aid, broaden the scope of aid, and provide financial support so that rural legal aid can be truly visible, accessible, affordable and well performed.
