摘要
近年来由于人类对环境破坏及保护的忽视使得突发的极端天气、气候事件频发,突发气象灾害对社会和环境造成的危害越来越大,气象部门迫切需要建立更加准确及时以及覆盖范围更广的气象灾害预警发布系统,为政府和全社会的防灾减灾决策提供气象服务,同时现有的网络和通信技术的快速发展也为建立一套发布快捷的气象灾害预警系统提供了条件。通过无线通信网络GPRS实现预警终端的数据传输以及气象信息管理平台建立气象灾害预警信息发布系统,同时还对预警方式的发展和应用进行了分析。
In recent years,sudden extreme weather disasters caused by environmental disruption are on the rise and are having a greater and extensive impact on people and the environment.In order to protect people's lives and property,we are under great obligation to formulate a more accurate,timely and extensive early warning release system of meteorology disasters,so as to provide better service for policy-making in disaster prevention and reduction.Meanwhile,the existing mature network and communications technologies constitute solid foundation for the establishment of an efficient early-warning system.The authors briefly outline the ways to create the meteorological disasters early-warning information release system by utilizing wireless communications network GPRS for terminal data transmission and meteorological information management platform.The authors also review the development and application of early warning patterns.
