番禺建筑退让道路红线区域的人性化管理

HUMANIZED PLANNING MANAGEMENT OF BUILDING SETBACK AREA FROM STREET BOUNDARY LINE OF PANYU DISTRICT

结合国内外城市规划设计管理的相关规划标准与设计导则的案例分析,对建筑退让道路红线区域的规划建设和利用的主要方法及问题进行总结。建筑退让道路红线区域虽小,但它是体现城市空间特色和管理水平的重要"切片",是反映公私利益冲突的载体与展示城市文化生活的舞台。以广州番禺区的研究为例,提出对这一区域的规划管理和引导应从侧重于功能性和工程性技术要求向"功能"与"人性"统一、"公权"与"私权"和谐以及"控制"与"引导"并重的方向转变,构建更加合理的建筑退让道路红线区域的规划引导方法。

By analyzing cases of urban planning standards and design guidelines of different cities at home and abroad, this article summarizes planning methods and problems of building setback area from street boundary line. Building setback area is not only a narrow part of street, but also an important section to show city space characteristics and management ability. It＇s a carrier of interest conflict between public and private rights. This article proposes planning guiding methods which should focus on functional and engineering needs of building setback area, and get three humanized shift strategies of planning guiding methods with the case study on Panyu district： to unite functional and human needs, to harmonize public and private rights, and to attach more importance to both control and guiding methods.
