非农就业、养老保险对农户林地流出意愿的影响研究

Impact of Non-agricultural Employment and Old-age Security on Rural Households' Willingness of Forestland Outflow

基于2016年浙江省6个县(市、区) 374户农户的调查数据,采用二元Logistic模型和Tobit模型实证分析非农就业、养老保险及其交互项对农户林地流出意愿及愿意流出的林地规模的影响。结果表明:非农就业时间占比、参保率对农户林地流出意愿及愿意流出的林地规模均具有显著的正向影响;参保率的提高进一步强化了非农就业时间占比对农户林地流出意愿和愿意流出的林地规模的正向影响。基于上述研究结论,提出发展农村非农产业,积极开展非农就业技能培训,完善养老保障制度,鼓励农户参加养老保险等建议。

Based on the survey data of 374 farmers in 6 cities in Zhejiang Province in 2016,this paper analyzed the influence of non-agricultural employment,old-age security and the interaction item on farmer＇s willingness of forestland outflow and forestland outflow scale with binary Logistic and Tobit regressive model. The results showed that： The proportion of non-agricultural work time and the proportion of participating in endowment insurance had obviously positive influence on willingness of forestland outflow and forestland outflow scale,and the increase of the proportion of participating in endowment insurance further strengthened the positive influence of the proportion of non-agricultural work time on willingness of forestland outflow and forestland outflow scale. Based on the research results,this paper proposed to develop the non-agricultural industries in rural areas,provide training courses of non-agricultural employment skills for farmers actively,improve the old-age security system,and encourage farmers to attend endowment insurance.
