腐败是一种历史现象。惩治腐败,抓好党风廉政建设关系到党和国家的生死存亡,关系到执政党地位的稳定,关系到中国特色社会主义事业的成败。作为一项重要的政治任务,反腐败斗争具有长期性、艰巨性和复杂性的特点。反腐败必须从领导机关和领导干部抓起,立足于教育,着力于防范,强化政策和制度的约束力。在改革开放的条件下,反腐败的根本出路在于加强法制。

Corruption is a historical phenomenon.Punishing corruption and paying special attention to party establishment of clean government relates life and death of the party and the nation,relates the status stability of the governing party,and relates success or failture of socialism enterprise with the Chinese characteristic.As an important political duty,struggling against corruption has the long-term,arduous and complex characteristic.Fighting against corruption must start from the government and the cadre,base on education,stress guard,and strengthen the binding force of policy and the system.Under condition of the reform and open policy,the basic outlet of fighting against corruption lies in strengthening the legal system.
