Analysis on building up an effective telecommunications regulation system

加强电信监管、建立有效的电信监管体系、形成公平有序的市场竞争环境是目前急需解决的问题。本文从监管环境的变化、中国通信运营机制和市场准入机制、第三代移动通信牌照发放、通信的互联互通以及资费等方面分析了国内外的现状及相关问题,提出了在现有法律法规基础上建立有效的电信监管体系的途径。

It is an urgent thing for China to strengthen telecommunication regulation in order to build up an effective telecommunications regulation system,as well as a fair and orderly telecommunication market.In this paper,the related topics such as the changing of regulation environment,telecom operation and market access system,the 3G license issue authorization,telecom interconnection and inter correspondence and the telecom fees are discussed.The current situation and related problems both in China and abroad are also analyzed.Based on the above analysis,the paper points out the way to build up the effective telecommunications regulation system according to the current laws in China.
