This article demonstrates the use of the power of market needs and competitiveness,technological innovation and technological medium,support of the government in the technological innovation within the cooperation from the view of maximum profit goal,including cause of the correlations and interactions among powers and their feedbacks and magnifying effects.This article also constructs the dynamic systemic model of high-tech conventional industry.
