法治是国家治理的基本方式,也是人民幸福的基本保障。党的十一届三中全会开启了中国改革开放的伟大征程,也开启了中国迈向法治社会的伟大征程。改革开放以来中国特色社会主义法治基本经验主要包括:一是坚持党的领导是根本保证,二是完善法律法规体系是基础,三是深入推进依法行政、建设法治政府是关键环节,四是重视普法工作和法治文化建设是重要支撑。

In the third Plenary Session of the 11th CCP Central Committee, the Party opened the great journey of the reform and opening - up and the society under the rule of law. Since the re- form and opening - up, the basic experiences of constructing the socialist rule of law with Chinese characteristics mainly include ： firstly, adhering to the leadership of the Party, which is the fundamen- tal guarantee ; secondly, perfecting the system of laws and regulations, which is the foundation ; third- ly, further promoting the administration according to law and building a government under the rule of law, which is the key;fourthly, paying attention to the popularization of law and the construction of legal culture, which is important support.
