This text is based on our socialism market economy of first step establishment, and after joining the WTO that give the small private enterprises threatenning from not only local but also abroad. It is discussing necessarity and urgent of the small business enterprise strategy proceeding and reforming during the transformation period, it is also pointing out it is the key of proceeding strategy reforming that run by private capital that some strategy the small business enterprise starts a business two times, and put forward the current run by private capital the inside the small business enterprise proceed the strategy replace.
