摘要 电力体制改革后,电网公司作为独立的经济运营实体参与市场竞争,因此为电网公司建立了一套市场环境下的考核评价体系,评价体系不仅评价和考核企业的综合实力水平,而且与企业的可持续发展相结合,与企业的战略管理相结合。所建立的指标体系结构具有反映企业运作的实际意义,对企业的资金效绩、生产经营、管理制度等方面分层次进行考核,并将指标分为量化和非量化指标分别进行了评价和评议。各评价内容和考核指标的权重建立了评价权重的层次分析结构,通过层次分析法(AHP),经过判断矩阵及其特征向量的计算而确定。对每个分项指标设计了指标计算公式和考核公式,可对其各年度值进行计算和评分,并编制了此套考核体系的应用程序及软件。此评价体系及其考核软件具有良好的通用性、创新性、系统性和简洁性。 Grid companies will operate as independent economic entity to participate in market competition after electric power system reforms. An evaluation system in this paper is established for business enterprise to evaluate the strength of grid company,combining with sustainable development of the business enterprise, and combining with the business enterprise's manage strategy. The index system that reflects the operation and has the true meaning for business enterprise is set up,and the integrated strength is assessed for funds and achievements,production and administration, management system and etc. in different layers. The structure of Hierarchy analyze is founded and Analytic Hierarchy Process(AHP)is used to make sure the factors of the each evaluation contents and index,through judging and calculating the investigative matrix and its characteristic vectors. The formulations are designed for each index and used to assess for every year,and the application software has been programmed. The evaluation system and its software are systematic,general,innovative,practical and succinct and can be used in other enterprise.
