社会治理是对传统社会管理的超越,是在充分肯定社会组织作用的前提下对公共事务的治理模式。从公民主体性的视角来看,社会治理创新的价值诉求在于民众对社会福利和社会价值的共享,民众共享价值诉求需要通过政府、社会的合作治理的途径得以实现,社会组织的发展是实现合作共治的关键因素。

Beyond the traditional social management ,social governance is a model of governance to public affairs un-der the premise of full recognition of the role of social organization .From the perspective of the citizens'subjectivity , the value of innovating social governance demands that social welfare and social values should be shared by people , the values of people sharing should be realized through cooperative governance between society and government ,the development of social organization is the key factor to achieve cooperative governance .
