协商民主是现代化背景下兴起的一种新型民主理论范式,从不同的角度理解,它既是一种决策机制、政府实体,也是一种民主治理形式或是有效的商谈手段。在中国,协商民主虽然已经经历了半个多世纪的曲折发展,其功能也逐步向政治、社会、文化等多元化方向发展,但要进一步完善协商民主形式,制度建设是不可或缺的根本性因素。

Consultative democracy is a new democratic theory pattern that emerged from the background of political modernization ,and it is a decision-making mechanism and government entity as well as a format of democratic gov-ernance or an effective negotiating mean .In China ,consultative democracy has been through unsmooth development for more than half a century ,the function of consultative democracy is developing towards diversification in terms of politic,society and culture .But the format of consultative democracy needs to be improved further that institutional improvement is indispensable fundamental element .
