基于逻辑分析与经验总结,在科研经费由重物轻人向以人为本转变的思想指导下,项目经费管理由行政经费管理化向符合科研规律的方向转变,科研预算制度由过于刚性向柔性转变,劳务费用在科研项目总经费的比例由低到高或不限高,进而提高科研人员积极性,创造更多、层次更高的成果。

Based on the logic analysis and experience summary,under the guidance of the changing idea of the weight of the research fund from materials-oriented to the people-oriented,the scientific research fund management has changed from the administrative budget management to conform to the scientific research project funds.The technology budget system has changed from the too rigid to the direction of the shift to flexible budget.The proportion of total labour cost in scientific research project funds has changed from low to high or unlimited,so as to promote the innovation progress of the scientific researchers to create more and better achievements.
