世界一流大学国际化发展战略及其借鉴意义——基于香港三所大学的案例分析

The international development strategy of the world class universities and its reference significance——base on the cases analysis of three universities in Hong Kong

经济全球化背景下高等教育国际化已经成为世界高等教育发展的基本趋势。《国家中长期教育改革和发展规划纲要》提出建设若干世界一流大学和一批高水平大学的目标,国务院印发的《统筹推进世界一流大学和一流学科建设总体方案》,对推进世界一流大学和一流学科(简称"双一流")建设进行了总体部署。香港由于历史背景的原因,其高等教育国际化水平非常高,而香港顶尖大学建设的世界一流战略规划更是体现了国际化的重要性。本研究以世界排名前50位的香港科技大学、香港中文大学和香港大学为案例,分析三所学府的国际化发展战略的特征。研究发现香港三所大学战略目标高远而切合实际,战略重点突出在科研和学生,战略举措富有操作性。这些特征对内地一流研究型大学的国际化发展战略制定具有很好的借鉴和参考价值。

Under the background of economic globalization,internationalization of higher education has been a basic trend of the development of higher education all over the world. The Outline of the National Medium-and Long-Term Education Reform and Development Plan proposes the goal of establishing a number of world-class universities and a number of high-level universities,and The General Plan on Coordinating and Promoting the establishment of world-class universities and first-class disciplines issued by the State Council,has made an overall layout to the construction of world-class universities and first-class universities( shorten as 'double first class'). For the history background,Hong Kong’s higher education has been a very high level of internationalization,while the strategy planning of Hong Kong’s world class universities shows the importance of internationalization. This study,take the three top universities of Hong Kong University,The Chinese University of Hong Kong,and the Hong Kong University of Science and Technology which are in the top 50 in the world as the cases,analyze the characteristics of the international development strategies of the three universities. The study finds that the strategic goals of these three universities in Hong Kong are high and realistic,and the strategic emphasis focuses on research and students. The strategic initiatives are operational. These characteristics have a good reference and referencing value for the formulation of the international development strategy of the first-class research universities in the mainland of China.
