突发环境事件应急池设计及运行保障措施研究 被引量:3

摘要 选取物料泄漏量、消防水量、降雨量、转输水量和其他水量5个指标建立突发环境事件应急池容积计算的水量指标体系和容积计算模型,使突发环境事件应急池的容积计算更加合理化和具体化,并提出突发环境事件应急设施的日常管理要求和应急运行保障措施。通过案例,实际应用本文应急池建设的计算方法,并针对案例给出应急设施体系建设分析。使应急池既能够有效发挥应急作用,又尽可能节省占地与投资成本,是经济效益与环境保护之间的平衡保障。 In this article,five indicators including material leakage,fire water,rainfall water,transfusion water and other water are selected to establish an indexing system and a volume calculation model of water environmental emergency pool to make the volume calculation to environmental emergency pool more reasonable and specific.Furthermore,the demands to daily management to environmental emergency facilities and safety precautions have been put forward.Through cases,the calculation method to emergency pool construction has been actually practiced,the analysis to the construction of emergency facilities system has also been made.This research on the environmental emergency pool can not only play an effective role in emergency response,but also save costs in land covering and investment.It will keep balance between economic development and environmental protection.
