苏区巡视实践

Inspection Practice in the Soviet Area

指导思想的混乱,失败情绪的蔓延,狭隘的惟区域中心、干部成分论,上级巡视员自身不接地气、作风粗浮等缺陷也暴露无遗。在严峻的斗争形势倒逼之下,苏区巡视制度日趋完善,巡视工作逐渐步入常态化、规范化的轨道,各级巡视员也在血与火的工作实践中得到磨炼。综观苏区巡视实践全过程,随着革命运动的高涨与低落而波动,跟党的政治路线和组织路线息息相关,显露出非右即"左"、得失参半的弱点和特点。

Problems abound in the Soviet Area: disorder in the guiding principles,spreading of doom- sentiment,local- centralism,Cadre composition theory,dis- connection to grass- level audience,roughness in working style,etc. Under the threat of the severe struggle,the inspection regulations in Soviet Area approach to perfection day by day,and gradually,the inspection work steps on the right track. Inspectors of all levels have been trained in the practice of blood and fire struggle. The overview of Soviet patrol practice reveals that when we are carrying out the party’s political line and organizational line,we tend to fall into either "right"or "left"with the high- and- low fluctuation in revolutionary movement. Both weaknesses and strengths should be considered in the above-mentioned practice.
