对当前农村耕地撂荒和耕地质量下降问题的探讨

To Probe into the Problems of Arable Land Wasting and its Quality Declining in Rural Areas at Present

在农村经济多元化和经营行为多样化选择条件下 ,在比较经济利益的驱使下 ,粮食生产成为效益最低的产业 ,直接导致农村不少地方出现了耕地撂荒现象。与此同时 ,由于化肥农药的大量施用、工业三废污染、长期的掠夺式经营 ,造成耕地质量不断下降。文章提出了要坚持耕地质量和数量的总量平衡、重视和保护耕地要有新的视角等 4项对策。

Grain production becomes an industry with the lowest efficiency, driven by the comparison between economic benefit and under the selective circumstances within the pluralistic rural economy and its diversified management. This fact directly leads to the phenomenon that arable lands in many rural areas are left wasted. At the same time, the quality of arable lands are declining continuously, owing to the large scale application of chemical fertilizer and pesticide, the pollution brought about by 3 wastes from industry and the predatory management of long period. This paper puts forward 4 counter-measures: to insist on keeping the general balance between quality and quantity of arable land, to pay attention and to protect arable land with new visual angle.
