医保、医疗、医药三方协调发展良性循环模型和三医联动改革快速突破的政策思路

Model of Medical Insurance, Hospital and Drug Industry Co - development and Policy Idea About the Breakthrough of Health Reform

对课题组前期研制的“医疗资源最优利用模型”进行了补充和完善,形成“医保、医疗、医药三方协调发展良性循环模型”。认为采取总额预算和按服务量支付方式将有助于促使医院注重内涵发展,推动“三医联动”深入进行。在控费同时,也要求物价部门、医疗保障部门的配套。

The optimal utilization model of medical resources was improved into coordinating development model of hospitals, medical insurances and ding industries in this paper. Study suggested that the paying model of global budget and capitation will be helpful to promote health system reform. At the same time of controlling medical expenditure, medical insurance department will be needed to increase the medical insurance level to secure the benefit of hospitals.
