“多元参与城市治理”中的媒体主持人角色定位

The Role of Media Hosts in Multi-participatory City Governance

城市发展和公民自治意识觉醒需要建构与之相适应的城市管理模式——多元利益主体共同参与城市治理。本文从该角度梳理民生新闻、广播电视问政等节目形态的主持人角色;并以秦畅和《市民与社会》为例分析其搭建多元对话平台、整合传播对话成果及培育公民意识和议事能力等功能。本文认为,广播电视节目和主持人参与城市治理不可避免地存在价值取向囿于宣传口径、所表达的观点非为最理性的民意等遗憾。主持人从"线上"走向"线下"、从"因节目展开对话"转向"从对话中获取节目"或是弥补这些缺憾的方法。

The urban development and awakening consciousness of citizen autonomy calls for a commensurate city management model, i.e. multi-participatory governance. This paper identifies the role of media hosts for those programs related to people’s livelihood and government affairs.This paper takes Qin Chang and her program 'Citizens and Society' as an example to analyze their functions,such as building a multi-dialogue platform,fostering citizen consciousness and governance competence. However,this paper believes that there are some inevitable problems in the programs’ and hosts’ participation in city governance. For example, the programs and hosts’ values will be limited by the government publicity. What they say is not rational reflection of public opinion.The hosts’ transformation from 'online' to 'offline', from 'seeking dialogue in programs' to 'seeking programs in dialogues' could be a solution.
