中国粮食补贴政策效率评价与影响因素分析——基于2004—2012年主产区的省际面板数据

基于非参数Kolmogorov-Smirnov分布检验的"基准模型变量移除法",结合DEAMalmquist指数方法进行评价体系构建,并对2004—2012年13个粮食主产区的粮食补贴政策效率进行评价,结果表明:主产区补贴政策的纯技术效率、规模效率、技术进步都有一定的增长,从而使补贴政策效率有一定程度提升;补贴政策效率存在时间维度上的异质性与空间维度上的同质性;农业经济比重、补贴发放方式、农业收入依赖性、补贴力度对粮食政策效率有明显促进作用,工业化水平、人均粮食播种面积对补贴正效率的影响分别表现为不显著和显著为负。

This paper proposes a non-parametric Kolmogorov-Smirnov-based distribution test'benchmark model variables to remove law',and with DEA-Malmquist index method for the evaluation system construction,grain subsidies and performance 2004-2012 13 major grain producing areas are evaluated. Conclusions are: Firstly,Considering only type of income subsidies and farm machinery purchase subsidy as input indicators,the per capita net income and grain production as a product the index is appropriate. During the study period,the main producing areas of subsidies,scale efficiency,technological advances have some grow th,so that the subsidy has some performance improvement. Secondly,based on the use of tw o-factor analysis of variance,homogeneity obtained subsidies performance in the time dimension of heterogeneity and spatial dimension,and the use hierarchical clustering method is based on the performance of the main producing areas of subsidies classification. Finally,the proportion of the agricultural economy,subsidies paid out,agricultural income dependent on grain subsidies have significant role in promoting the performance,but the level of industrialization,per capita grain acreage and has show ed no significant negative correlation.
