新疆少数民族农牧区寄宿教育跨越式发展的政策设计

Policy Design for the Leap-forward Development of Education with Boarding System in the Farming and Pastoral Areas of Xinjiang Minority Regions

新时期新疆农牧区教育发展成就斐然。但也存在一些问题:师资结构不合理、不标准;师生住房短缺;学校资金不足,学生补贴不到位;学校资产流失严重。要解决这些问题,就要增加农牧区教育投入;推荐教育布局科学化;加强教师队伍建设,制定编制标准;妥善处置闲置校产;加快教师周转房建设;加强双语教学;最终实现农牧区寄宿教育的科学发展。

There are outstanding results in educational development in Xinjiang's farming and pastoral areas during the new period,howerver,there are still problems:The structure of boarding school teachers is irrational and not standard.Teachers' and students' housing is seriously insufficient.Public funds for schools and subsidy standards for boarders both cann't meet the needs.School properties are running off severely.To sovle these problems,it's necessary to increase larger input into the education in these areas,promote scientific layout of schools,strengthen the force of the teaching staff as well as formulate the staffing standards.It's aslo important to handle the schools' idle properties appropriately,accelerate the construction of teachers' revolving houses,rainforce the bilingual teaching and finally realize the scientific development of boarding schools.
