高校部门集中采购常见问题及规范策略研究

随着《中华人民共和国政府采购法》(以下简称为《政府采购法》)的颁布实施,一些地方(如重庆)授权有条件的高校(本文仅讨论公办高校)实施"本单位部门集中采购",其采购行为依法属于政府采购的有机组成部分。但是由于采购人员的业务素质、监管不到位、不遵守采购程序等原因给本来就捉襟见肘的高校带来不小的损失,甚至滋生腐败引发廉政风险。本文在调研高校在实施部门集中采购过程中出现的不规范行为的基础上,开展了广泛的探讨,并提出了相应的应对策略。

This article carried out extensive research, and puts forward corresponding countermeasures in the implementation process of centralized procurement departments. As the procurement personnel's service quality, supervision is not in place, do not comply with the procurement procedures and other reasons to the already stretched to universities to bring no small loss, and even the breeding of corruption caused corruption risk.
