关于新农保经办服务能力提升的思考与研究

Thoughts on the Improvement of the Service Ability of the New Rural Old-age Insurance

新型农村社会养老保险简称新农保,是当前我国政府为应对严峻的养老问题而提出的重大惠民工程。作为一项复杂的社会系统工程,其经办服务能否做好,关乎这项民生工程的成败。结合新农保试点工作实践,深刻分析新农保在经办服务过程中所取得的成绩及其存在的问题,笔者认为新农保经办服务能力的提升应从基金征缴、工作关系、信息系统、资格认证、队伍建设等方面着手,以提升新农保经办服务的整体水平,促进新农保的持续健康发展。

The new type of rural old-age insurance referred to as the new agricultural insurance, is the major people- benefit project, which our country government deals with the serious pension problems. As a complex social system project, its services ability is related to the success of the people's livelihood projects.in order to promote new agricultural insurance agency services, the overall level, and the promotion of new agricultural insurance, the sustained and healthy development. The author thinks that should fund collection and payment of the work relations, information system, qualification certification, team building and so on.
