高校物资采购存在制度不健全,运作不规范,采购人员的专业化水平不高等问题。要解决这些问题,可采取以下措施:完善规章制度．形成相互制约机制;加强采购环节管理,实施采购阳光工程;严格基础数据管理,逐步推进网络采购;强化采购人员培训,提高思想业务素质。

There are some problems in the purchase of materials and equipment for the higher-learning in- stitutions,such as imperfect systems,irrational operation,lower standard of specialization of the purchas- ing personnel etc.The countermeasures can be provided as follows:1) to perfect the rules and systems to form the mechanism of interaction;2) to strengthen the management of the purchasing steps and to perform“Sunshine Purchasing Project”;3) to carry out strict management of basic data and to promote the on-line purchasing;4) to promote the training of the purchasing personnel to improve the specialization.
