在我国农村集体建设用地使用权无序流转已有多年,虽然国家采取多种措施治理过,但都收效甚微,农村集体建设用地使用权无序流转仍在发生。为合理引导和规范农村集体建设用地使用权流转行为,对农村集体建设用地使用权流转现状、问题及原因进行分析和研究已成为必要。

It has been quite many years since disordered turnover of rural collective-owned construction land's exploitation right in China began.Although effort of the government in copying with the problem has been made,there has been little effect and disordered turnover continues.To reasonably guide and stan- dardize the turnover of rural collective-owned construction land's exploitation right,it is necessary to study and analyze the status quo of the turnover of rural collective-owned construction land's exploitation right., the problems and causes.
