Market economy is a highly-developed commodity economy,and follows the basic rules of com- modity economy.In market economy,management is government's important function.The realization of government management functions is the foundation for the normal operation of each enterprise in society. Economic-credibility is the moral foundation of market economy,and the most basic principle in economic activities.Thus,it appears to be especially important for the government to construct economically-credible cultural mechanism suitable for the market economy of China.
