基于灰色关联模型的地方政府绩效评价研究

Study on Local Government's Performance Evaluation based on Grey Correlation Method

基于灰色关联模型的地方政府绩效评价,是将各地方政府相关绩效评价指标的实际值作为比较序列。将其中的最优值作为参考序列。通过计算比较序列与参考序列的关联度来评价各地方政府绩效水平的高低。运用该模型,对湖南省部分地级市政府的绩效进行了实证分析。

The performance evaluation of local government based on grey correlation method is to take the actual value of the relevant performance evaluation indexes of every local government as the comparative ar- ray,take the optimum value among them as the array of reference,and appraise the performance level of every local government through calculating the correlative degrees between the comparative and the consult- ing arrays.This paper carries on demonstration with this method for the performance of some municipal gov- ernments in Hunan Province.
