福建沿海地区偷渡现象探析

Research on Illegal Emigration in the Coastal Areas of Fujian Province

福建沿海地区的偷渡现象集中于长乐、福清、平潭、连江等地,各地偷渡客尽管在去向上“各成一路”,但在偷渡的成因、方式、造成的社会问题等方面,其共性显现无遗,共同促成了福建沿海地区独特的偷渡文化。偷渡现象客观上为沿海各地缓解就业压力,增加经济收入提供了一条途径,亦导致当地经济社会畸形发展,引发诸多社会问题,渐成恶性循环之势。从治本计,针对福建沿海地区偷渡问题,一方面应继续保持高压,加强打击,内外联系,构建高效协作机制,另一方面,更应立足疏导,努力优化当地发展环境,缓解就业压力,拓展创业空间。

The phenomenon of illegal emigration in the coastal areas of Fujian Province appears intensively in Changle,Fuqing,Pingtan,Lianjiang,etc.Although illegal immigrants from various areas have greatly respective characters in terms of their destinations,the causes and the means of their illegal emigration,the social problems resulting from it share something in common.They jointly contribute to the unique culture of illegal emigration in the coastal areas of Fujian Province.Objectively,illegal emigration in coastal areas helps to relieve pressure on local employment and provides a solution to increasing revenue.However,it also results in the deformities in local economic and social development,and triggers a host of social problems.There,hence,exists a vicious cycle momentum among all the phenomena above.To undermine the root of the phenomenon of illegal emigration in the coastal areas of Fujian Province,on the one hand,we should continue to keep the pressure tight,strengthen the crackdown,keep the constant contact in strategy internally and externally,and build effective cooperation mechanism.On the other hand,we should be committed to counseling,strive to optimize the local environment for development,alleviate employment pressure,and expand the room for business venture.
