西部退耕还林地区农民生存状况及对策——四川省马边县退耕还林实地调查分析

Study on the Subsistence Situation of Peasants in the Convert-cultivated-land-into-forests Area in Western Region and the Countermeasures——Analysis based on field survey in Mabian County of Sichuan province

“退耕还林”工程是党中央、国务院部署的一项旨在加强生态环境保护、顺利实施西部大开发战略的重大生态治理工程,实施7年以来取得了明显成效。通过对马边县实地调查,揭示了当地退耕还林地区农民生存状况,对8年补助期限结束后退耕还林农民可持续生计难题进行了分析,并提出了相应的对策。

Converting Cultivated Land into Forests Project is an important ecological improving project laid out by the Central Committee of CPC and the State Council, which aims at strengthening the protection of environment and ensuring to put the West Development Strategy into practice. In the last seven years of its implementation, it has achieved great effects. This paper, according to a field survey in Mabian County, reveals the subsistence situation of local people in the convert-cultivated-land-into-forests areas, analyses the problem of peasants’ subsistence sustainability after the ending of the eight-year subsidy period, and puts forward some countermeasures to the problems.
