摘要
分析了重庆市人力资源开发现状与制约因素,提出重庆市人力资源开发的战略对策创新观念,树立正确的人力资源观;创新机制;优先发展教育,合理布局教育资源;努力增加就业机会,实现充分就业;完善人力资源市场配置功能,引导人力资源合理流动;重视农村人力资源开发,推动农村剩余劳动力的转移;发挥政府在人力资源开发中的作用;构筑终身教育体系,创建学习型社会;优化人力资源开发的环境。
This paper analyzes the status quo and restricting factors for the human resource development in Chongqing and puts forward strategic countermeasures for it: to innovate concepts to establish correct human resource outlook, to innovate mechanisms, to develop education as priority to make reasonable layout of educational resources, to strive to increase employment rate to realize sufficient employment, to perfect functions of human resource market allocation to guide the reasonable circulation of human resource, to pay attention to the development of rural human resource to promote the transfer of rural surplus labor, to bring government’s role in the development of human resource into full play, to build life_long education system to create learning_type society, and to optimize the environment for the development of human resources.
