公共管理中“公共性”的伦理实现基础——公共管理主体道德性的研究

The Ethical Foundation of Achieving Publicity of Public Management——A Study on Morality of Public Managers

公共管理是一种以道德为基础的,为实现公共利益为目的的社会治理模式。公共管理目的的实现依靠公共管理主体的能动性的发挥以及对公共管理的目标的认识和态度。公共管理主体的道德性决定了公共管理伦理内涵的实现和实现程度。围绕公共管理的最高价值目标——公共利益的实现,讨论了公共管理的伦理内涵,指出公共管理主体的道德性对于公共管理伦理内涵实现的基础作用,探讨了公共管理主体为实现公共管理的伦理内涵,尤其是为其最高价值目标的实现应具备的道德性要求。

Public management is a mode of social governance which is based on morals and for the realiza- tion of public interests.Whether or not the purpose of public management is fulfilled depends on its man- agers' initiative and their views of the objective of public management.The moral judgment of public man- agers determines whether and to what extent the ethical connotations of public management are to be real- ized.This paper focuses on how the highest value objective(i.e.public interests)of public management is fulfilled,discusses the ethical connotations of public management,points out that the morality of public managers is a solid foundation on which the realization of such ethical connotations is based,and finally provides some morality requirements that should be necessary for fulfilling the ethical connotations of public management,especially for the highest value objective.
